Summary:
|
WHEREAS, in response to the COVID-19 National Declaration of Emergency bids were electronically received on Wednesday, November 9, 2022, after public advertisement for Student Transportation Services To and From School, request for bids were issued to eighty-eight (88) vendors with forty-one (41) vendors responding; and
WHEREAS, in accordance with N.J.S.A.18A:18A-2(y), five (5) bids were rejected and deemed unresponsive for failure to submit a signed bid or failure to submit required bid documents; and
WHEREAS, pursuant to N.J.S.A. 18A:39-1, the District is required to provide transportation to and from school to elementary school pupils who live more than two miles from their public school of attendance or secondary school pupils who live more than two and a half miles from their public school of attendance; and
WHEREAS, all tie bids were awarded to the bidder with the lowest increase/decrease cost per mile; and
WHEREAS, twenty-two (22) vendors are recommended for award of one hundred and one (101) routes, see attached award analysis and award summary; and
WHEREAS, the contract is for a two (2) year period commencing December 5, 2022 with the option to renew for two (2) additional one (1) year periods; and
WHEREAS, the contract award shall include an additional ten percent allowance for necessary route modifications; and
WHEREAS, the contract award for 23-24 school year will include 182 school days for a grand total of $6,602,395.80 including an additional ten percent allowance for necessary route modifications; and
WHEREAS, the recommendation for award of term contracts has been reviewed and approved by Quanika Dukes-Spruill, Executive Director of Pupil Transportation. |

NOW THEREFORE BE IT RESOLVED that the Newark Board of Education accepts and approves the award of term contracts for Student Transportation Services To and From School for a two (2) year period with the option to renew for two (2) additional one (1) year periods commencing December 5, 2022 as follows:
A. Abeer Transport LLC, Jersey City, NJ awarded 5 routes totaling $160,625.00 for the 22-23 school year
B. Amarish Inc, Woodland Park, NJ awarded 1 route totaling $37,500.00 for the 22-23 school year
C. Azza Care Invalid Coach, South Orange, NJ awarded 2 routes totaling $152,550.00 for the 22-23 school year
D. Best Choice Transportation, Montclair, NJ awarded 8 routes totaling $364,580.00 for the 22-23 school year
E. Blessing Transportation LLC, Jersey City NJ awarded 4 routes totaling $113,485.00 for the 22-23 school year
F. Destiny 23 Transportation., Parsippany, NJ awarded 7 routes totaling $224,875.00 for the 22-23 school year
