Summary: WHEREAS President Abraham Lincoln signed the Emancipation Proclamation effective January 1, 1863, freeing the enslaved in the South and the rest of the United States; however, many, if not all, southern slave owners ignored that order, and on June 19th, 1865, Union soldiers arrived in Galveston, Texas and enforced the president’s order, freeing the enslaved two and a half years after it was first decreed; and this day has since come to be known as Juneteenth; WHEREAS the state of New Jersey was the last northern state to end slavery by ratifying the Thirteenth Amendment in January of 1866; and New Jersey has a history of racial and economic injustice that continues to affect the lives of New Jersey students, families, and communities, including the children of New Jersey’s largest public school district, the Newark Public Schools; WHEREAS, acknowledging institutionalized racism is a critical step to support the Newark Board of Education’s Strategic Plan and its commitment to equity for all students; WHEREAS, since 2020, the State of New Jersey has recognized Juneteenth as an official state holiday, and in 2021 June 19 was declared the federal holiday of Juneteenth; WHEREAS on Juneteenth the nation celebrates the accomplishments, inventions, triumphs, and resiliency of African American, African, and Black peoples in this country; and this historic day is celebrated with festivals, parades, flag raising, and tributes to trailblazers and pioneers in our state and nation;

Recommendation to the Board: NOW, THEREFORE, the Board of Education of the City of Newark hereby proclaims June 19 Juneteenth in the Newark Public Schools and encourages all schools in Newark to celebrate Juneteenth as a day of remembrance, by: • celebrating the past, present, and future of Black liberation and those who work toward it; • recognizing the impact, achievements, and contributions from Black staff, teachers, administrators, and students to the Newark community at large; and • reading the Emancipation Proclamation, singing traditional songs, reading works by noted African-American authors and other trailblazers, and engaging in other celebrations of African-American culture.
