ESSA-ESEA Consolidated Application FY2023 Whereas, The Every Student Succeeds Act (ESSA), a reauthorization of the Elementary and Secondary Education Act (ESEA), was signed on December 10, 2015 and as such is a federally funded program designed to improve student achievement and reform elementary and secondary education throughout the United States; and, whereas, the key principles: 1) accountability for results, 2) greater flexibility for states, district, and schools to use federal funds, 3) more choices for parents of disadvantaged backgrounds, and, 4) greater emphasis on scientifically-based research to improve teaching and learning; and Whereas, the New Jersey Department of Education allocates to the Newark Board of Education - The Every Student Succeeds Act (ESSA) funds for the project period starting July 1, 2022 through August 30, 2023 through the use of a Consolidated Formula grant for public and non-public schools within the city of Newark for the programs listed below: Title I, Part A: Improving Basic Programs Operated by Local Education Agencies Total Title I - $ 29,263,264 Title I, SIA Part A: Improving Basic Programs Operated by Local Education Agencies Total Title I SIA - $ 3,100,000 Title II, Part A: Preparing, Training, And Recruiting High Quality Teachers, Principals, & School Leaders Total Title II A - $ 2,263,295 Title III: Language Instruction for English Learners and Immigrant Students Total Title III - $ 1,872,816 Title IV: Student Support and Academic Enrichment Program Total Title IV - $771,684 Total Allocation for all Titles $ 37,271,059; and Whereas, acceptance of ESEA- The Every Student Succeeds Act (ESSA) funds provide supplemental resources that impact all students in the district and city; and, this grant supplements school budgets, provides supplemental educational services, enhances technology, supports professional development for teachers, teacher aides, and administrators, bilingual services for English Language Learners, and encourages districts to implement innovative programs.
