Summary:
|
WHEREAS, in response to the COVID-19 National Declaration of Emergency bids were electronically received on Tuesday, August 9, 2022, after public advertisement for Student Transportation Services To and From School, bids were issued to eighty-one (81) vendors with thirty (39) vendors responding; and
WHEREAS, in accordance with N.J.S.A.18A:18A-2(y), four (4) bids were rejected and deemed unresponsive for failure to submit a signed bid or failure to submit required bid documents; and
WHEREAS, the vendor Destiny 23 withdrew fourteen (14) routes and those routes were awarded to the next lowest responsive and responsible bidder; and
WHEREAS, pursuant to N.J.S.A. 18A:39-1, the District is required to provide transportation to and from school to elementary school pupils who live more than two miles from their public school of attendance or secondary school pupils who live more than two and a half miles from their public school of attendance; and
WHEREAS, twenty (20) vendors are recommended for award of one hundred twenty-six (126) routes, see attached award analysis and award summary; and
WHEREAS, the contract is for a two (2) year period commencing September 1, 2022 with the option to renew for two (2) additional one (1) year periods; and
WHEREAS, the contract award shall include an additional ten percent allowance for necessary route modifications; and
WHEREAS, the recommendation for award of term contracts has been reviewed and approved by Quanika Dukes-Spruill, Executive Director of Pupil Transportation.

NOW THEREFORE BE IT RESOLVED that the Newark Board of Education accepts and approves the award of term contracts for Student Transportation Services To and From School for a two (2) year period with the option to renew for two (2) additional one (1) year periods commencing September 1, 2022 to twenty (20) vendors for award of one hundred twenty-six (126) routes at an annual grand total amount not to exceed seven million, two hundred eighty-five thousand, and sixty-nine dollars, and seventy-nine cents ($7,285,069.79) including the ten percent route modification allowance.
