Summary:
WHEREAS, in response to the COVID-19 National Declaration of Emergency proposals were electronically received in accordance with N.J.S.A. 18A:18A-4.5 on Friday, August 5, 2022 after public advertisement for Pre-Kindergarten Instructional Materials and Professional Development. Request for proposals were issued to eleven (11) vendors with seven (7) vendors responding; and

WHEREAS, the Newark Board of Education seeks proposals from high-quality instructional material and program
providers who can support educators in the effective delivery of standards-based preschool curricular resources that provide effective delivery of (A) standards-based curriculum and (B) the establishment of a high-quality Pre-K learning environment; and

WHEREAS, proposals were evaluated by staff members of the Newark Board of Education and the committee selected the finalist identified below as the best qualified vendors based on their response to the District’s request for proposal; and

WHEREAS, the contract is for a three (3) year period of September 1, 2022 through August 31, 2025 with an option to renew for one (1) successive two (2) year period; and

WHEREAS, the recommendation for award of term contracts has been reviewed and approved by Yolonda Severe, Executive Director of Early Childhood.

Recommendation to the Board
NOW THEREFORE BE IT RESOLVED that the Newark Board of Education accepts and approves the award of term contracts for Pre-Kindergarten Instructional Materials and Professional Development for a three (3) year period of September 1, 2022 through August 31, 2025 with an option to renew for one (1) successive two (2) year period as follows:

A. Hatch Inc., Winston Salem, NC at a cost not to exceed $1,000,000.00
B. UTJ Holdco Inc. DBA Teaching Strategies LLC, Bethesda, MS at a cost not to exceed $700,000.00


EXPLANATION: To obtain high quality pre-kindergarten instructional materials.
